This policy is the short answer to “what can I actually do with this phone number?”. It exists because a business phone network is shared: traffic from one account changes how carriers treat every other account on it.
It applies to everyone using qallin and is part of the Terms of Service. Breaking it can mean suspension, and for the serious cases, suspension without warning.
Most of what follows is not our preference. It is federal law, carrier policy, or both — and where that is the case, we say which, so you can tell the difference between a rule we chose and a rule we are passing on.
1. Who this applies to#
This policy applies to the business holding the account and to every User on it. You are responsible for your Users, including ones who join later and never read this page. Telling them is part of running the account.
2. Emergency services#
qallin cannot reach 911 or any emergency service. Emergency calls must be made from your phone’s own dialer. See section 1 of the Terms.
Do not configure qallin as the emergency line for a site, do not publish a qallin number as an emergency contact, and do not deploy it anywhere a person might reasonably expect to reach help by dialing it.
3. Illegal and harmful use#
Do not use qallin to:
- break any law, or help anyone else do so;
- defraud, deceive or impersonate — including fake support calls, invoice fraud, and pretending to be a bank, a government agency or another business;
- harass, threaten, stalk or intimidate;
- distribute malware, phishing links or content that exploits children;
- infringe someone else’s intellectual property; or
- collect or traffic personal information you have no right to hold.
4. Rules for calling#
Caller identity. Display only caller ID you are entitled to use. Transmitting misleading caller identity with intent to defraud, cause harm or wrongly obtain something of value is prohibited by the federal Truth in Caller ID Act. Outbound calls are signed under STIR/SHAKEN.
No autodialing. Do not connect qallin to a predictive dialer, power dialer, war dialer, or any system that places calls without a person initiating each one.
No robocalls. Do not use qallin to deliver pre-recorded or artificial-voice messages to people who have not consented to receive them.
Outbound sales calls, including to people who have not bought from you yet. These are permitted on qallin, and only on all of the following conditions:
- the list is one you built or lawfully obtained — people who gave you their number, or with whom you have a documented business relationship. Numbers scraped from the web, bought as a list, or whose origin you cannot account for are not permitted;
- a person places each call, one at a time. No predictive, power, progressive or automated dialer, and no pre-recorded or artificial voice — see the two rules above, which are not relaxed here;
- you have screened against the federal Do Not Call registry, the applicable state registries and your own internal do-not-call list, and you stop the first time someone asks you to;
- you call within the permitted hours for the person you are calling, and you say who you are and which business you are calling from at the start of the call.
Following the federal Do Not Call rules, state DNC rules, calling-hour restrictions and any state registration or bonding requirement that applies to you is your obligation, not ours. What stays prohibited outright: buying or scraping lists, dialing sequential or randomly generated numbers, spreading the same campaign across additional numbers or replacing numbers as they are flagged, and calling anyone who has asked you to stop. Traffic showing any of those patterns is reviewed under fair use.
No trunking. A seat is for a person. Do not route a PBX, a call center queue, or another platform’s traffic through a qallin seat so that many concurrent calls run through one account.
5. Rules for text messaging#
US carriers police business messaging aggressively, and content that violates their rules is filtered before it reaches anyone. These are the rules that actually get enforced:
- Register first. Texting requires A2P 10DLC registration. We file it for you; until it is approved, texting does not work.
- Register accurately. False business details get a registration revoked, which stops your texting entirely.
- No message that misrepresents who is sending it.
- No public URL shorteners. Shared short links are the single most common reason legitimate business messages are blocked. Use your own domain.
- No SHAFT content — sex, hate, alcohol, firearms, tobacco — nor cannabis, CBD, gambling, payday or high-interest lending, debt relief, or get-rich-quick offers. These are carrier prohibitions and apply regardless of whether the underlying business is legal in your state.
- No bulk marketing blasts. qallin is a business line for conversations with your own customers, not a campaign platform.
6. Consent and opt-out#
Under the Telephone Consumer Protection Act, you need the recipient’s prior express consent before you text them. Statutory damages run per message, which is why a mistake here is not a small one.
What counts as consent. The person gave you their number for the purpose of being contacted, and it was clear that texts would follow. A number scraped from a website, bought in a list, or found in a public record is not consent.
What counts as opt-out. Any clear request to stop, in any wording. The standard keywords — STOP, END, UNSUBSCRIBE, QUIT, CANCEL — are handled automatically by qallin and by the carriers. “Please stop texting me”, written in a sentence, is equally an opt-out and it is on you to honor it.
After an opt-out. Stop. One confirmation message is allowed; anything after that is a violation. Do not move the person to another number to keep messaging them — that is both a violation and the fastest way to lose your registration.
Marketing messages must identify your business and include opt-out instructions.
7. Recording#
Recording is off unless you turn it on. Where a state requires all parties to consent, qallin plays an announcement first and it cannot be disabled.
You are responsible for recording lawfully: for knowing which state’s rule applies, for obtaining consent, and for how recordings are stored, used and disclosed afterwards. Do not record where it is unlawful, and do not use a recording to embarrass, coerce or blackmail.
8. High-risk uses#
Do not use qallin where a failure could lead to death, personal injury or severe environmental damage — medical monitoring, alarm and life-safety systems, aircraft or vehicle control, or emergency dispatch.
The Service depends on the public internet and on your device’s battery. It is not built for, and is not sold for, situations where a dropped call is a casualty.
9. Fair use, and what “unlimited” means#
Plans described as unlimited are sold for normal business use by a person. A seat is for someone who answers and makes calls as part of their job, and “unlimited” describes that person’s working day — not the capacity of the account.
We look at usage, and we may act on it. We monitor the number of calls placed and received, the total minutes used, the number of messages sent, the number of devices signed in, and the number of separate numbers held — per seat and across the account. We do not publish a threshold, and that is deliberate rather than evasive: the same volume is an ordinary week for one business and impossible for another, so a single figure would be wrong for almost everyone. What we look for is usage a person could not produce, or that the number of seats on the account does not explain.
Notice comes first. Wherever it is reasonably possible, we write to you before we do anything else. We say what we are seeing, which of the measures above it concerns, and what would resolve it, and we allow a reasonable period for you to change how you are using the Service. Only if it is not resolved in that period do we restrict, meter or suspend. Nobody is charged for something they were not told about, and nothing switches itself on.
What is outside normal business use:
- Several people working from one seat. A seat is for one named person. Sharing a login, or running a rotation of people through one, is not a cheaper plan — it is a breach of this policy.
- Auto-dialing. Any predictive, power, progressive or otherwise automated dialer, and any system that places calls without a person initiating each one.
- Rotating numbers to dodge filters. Spreading one campaign across additional numbers, or replacing numbers as they are flagged, to keep volume moving past carrier spam filtering. This is also the fastest way to lose your carrier registration.
- continuous or near-continuous connections that hold a line open rather than holding conversations;
- using a seat as a shared gateway, or trunking another system’s traffic through it;
- traffic to premium-rate, international audiotext or revenue-share destinations;
- reselling, sublicensing or rebranding the Service.
Genuine heavy use by a real team is welcome and is not what this section is about — the line is drawn at automation, sharing and resale, not at working hard. If you are about to do something unusual and legitimate, tell us at hello@qallin.ai beforehand rather than afterwards.
10. Security and the network#
Do not probe, scan or test the security of the Service; do not attempt to gain access to accounts, systems or data that are not yours; do not interfere with anyone else’s use of the Service; and do not attempt to circumvent limits, filters or authentication.
Do not reverse engineer the Service or use automated means to extract data from it beyond the documented interfaces.
If you find a vulnerability, tell us at security@qallin.ai. We will not pursue anyone who reports a genuine finding in good faith and does not exploit it.
11. How we enforce this#
Our order of preference is: tell you, help you fix it, and only then restrict something.
- We contact you and explain what we are seeing. Most issues are a misconfiguration or a well-meaning campaign that broke a carrier rule, and they end here.
- We limit the specific thing — messaging, or a particular kind of traffic — while the rest of your service keeps working.
- We suspend the account if it is not resolved.
- We close it for repeated or deliberate violations.
We may skip straight to suspension where there is active fraud, an urgent legal or carrier demand, content involving the exploitation of children, or traffic that is threatening other customers’ ability to place calls. In those cases we act first and explain immediately afterwards.

12. Reporting abuse#
If you are receiving unwanted calls or messages from a qallin number, write to abuse@qallin.ai with the number, the date and time, and what you received. We investigate every report.
If you asked a business to stop and it did not, tell us that specifically. Ignoring an opt-out is one of the things we act on fastest, because it is both a legal violation and the behavior that gets an entire network filtered.
13. Changes to this policy#
Carrier rules and telecom regulations change, sometimes at short notice, and this policy changes with them. We update the date at the top, and for changes that materially restrict what you may do we give notice by email before they take effect — except where a carrier or regulator requires an immediate change, in which case we tell you as soon as we can.
